Kerala is the second most urbanized state in India with a percentage of 47.7% while Tamil Nadu is the most urbanized state in India with 48.4% of percentage and Maharashtra is the third one with 45.2%. The state Kerala has 87 municipalities and six municipal corporations. Eranakulam district has the most municipalities in the state with a number of 13 municipalities and with the number of 3 wayanad district is the lowest in Kerala state.
Kozhikode is the first municipal corporation in Kerala which came to existence in 1962 and H Manjunatha Rao was the first mayor of Kozhikkode Municipal Corporation. The municipal corporation are a self governing administration in the urban areas s the municipal corporations can deliver or provide proper healthcare, education, housing and transport by collecting property taxes and administering grants from the state government.
Only the municipal corporation can ensure the development of state government among the local people. So the municipal corporation carries an important role in the development of the state and nation. The 74th amendment act of India explains the functions and formations of local government. The functions of municipalities expanded in all areas of agriculture, industry, health and education. Neyyattinkara is considered as the best municipality in the state of Kerala which is located in Thiruvananthapuram the capital of Kerala state.
As the 74th amendment act 1992 there are three types of municipalities depending up on the size and area. They are Nagar Panchayat, Municipal Council and Municipal Corporation. Nagar Panchayat for an area in transition from rural to the urban areas while Municipal council for small urban areas and Municipal Corporations for large urban areas. The municipality administrators are elected through direct elections. The duration of municipality is a fixed five years and the elections to constitute a municipality should be completed before the expiration of municipality's duration.
